The Committee on Political Subdivisions moves to amend the bill on page one, by striking out the title and substituting therefor a new title, to read as follows:
House Bill 2421 -- "A BILL to amend the Code of West Virginia, 1931, as amended, by adding thereto a new section, designated §8- 19-22, relating to distinguishing between operable and inoperable fire hydrants."
